The Independent Cities Movement, also known as the I.C.M is a revolutionary organization based in Ikoval with the goal of gaining independence for the cities conquered by the Kingdom of Dragomir. According to the crown, they are known to employ extreme measures and are wanted criminals dubbed the Downfall of the Crown.
